With all the serious issues nationally and in our states, Missouri lawmakers are on top of it - Women with bare arms.

This is the 21st Century, not the 20th Century were men were expected to wear suits to the office and women were expected to wear dresses. Times have changed and these 1950 ideas of appropriate dress do not conform to today's reality or expectations of working people which includes blue- and white-collar workers. I think most employers would expect clothing to be clean, neat, and appropriate for the work the employee is doing.
What is and isn't appropriate is subjective and there are many opinions on that. One thing I've noticed on our local TV new cast is the men were suits or dress slacks with a button-down shirt but they also wear sneakers. In years past, sneakers were a no-no but today they're acceptable.
Times change but for some reason republicans want to keep us in the 1950s.

Missouri Governor Signs Bill Into Law Criminalizing Homelessness
Governor Mike Parson has signed a bill into law that will make it a felony to sleep on state-owned land. The bill has drawn wide criticism from unhoused advocates for the way it seemingly criminalizes homelessness.
After one warning, anyone found illegally camping on state-owned land could face a $750 fine or a Class C misdemeanor charge punishable by up to 15 days in prison.
The law authorizes the state attorney general to sue any municipalities that don’t enforce the ban. It further penalizes cities with rates of homelessness higher than the state average by taking away state funding for unhoused services.......
Republican legislators who supported the law insist this will be a good thing.
“If it isn’t backed up by threat of criminal enforcement, people won’t get off the streets, and that is truly the intent of the bill,” Representative Bruce DeGroot told the RFT in May......

They aren’t prohibited. On some it’s a good look. But as a general rule it’s never been part of a woman’s wardrobe.
It’s a decorum. Professional dress code. Not an unusual part of life. Even has the support of women.

How, exactly, is a sleeveless dress not professional? I had female colleagues who wore sleeveless dresses in a business setting, and there was never a problem.
