Manchin had stated many times that he will not change parties. If he leaves the democratic party he would become an independent and caucus with the Democrats.
However imo that could change after the midterms if the gop is in the majority.

Has there been discussion on doing that in the future? Yes. Has it happened? No. How "likely" it will be to happen is up to variables nobody here knows, including me, but could include what happens to Congress in 2022.

That cost, much like the cost of the original bill, would also not be falling on the budget in one year - it would be over many years.
