In general, here's how almost all handle it. 1) they have rules 2) they have moderators who enforce those rules and 3) the moderators usually have the power to suspend or ban.

This is total bullshit. On August 27th 1977 me and my then girlfriend now wife made love for the first time. 5 days before her 16th birthday.
