No I believe that Tuberville is over stepping his power. He is taking advantage of the rules and applying them in a manner they were never intended to be applied.
I believe that most of the senate and house rules were written and since adapted at a time when our lawmakers were genteel lady's and gentlemen who would abide by the spirit of the rules as opposed to the letter of the rules

The rules of the House and Senate are adopted every two years and most of them are just held over from the previous session. Tuberville is technically breaking no rules. I bet the rule he is exploiting was put in for a specific reason by one party or the other and he is simply exploiting the rule in a manner that was never intended.

He released sanctions that were in place for foreign banks on transferring frozen Iranian funds. The U.S. didn't "pay" Iran a dime. We just lifted SOME sanctions (not all).
