White House seeks to legalize payoffs to VA officials by for-profit schools --

The Trump administration is seeking to waive a 50-year-old anti-corruption law that prevents officials who administer the GI Bill from accepting money from for-profit schools backed by taxpayer subsidies.

The proposed regulation, published Thursday in the Federal Register, would allow employees of the Department of Veterans Affairs to receive “wages, salary, dividends, profits, gratuities” and services from for-profit schools that receive GI Bill funds.

VA employees would also be allowed to own stock in those colleges, the waiver says, as “the Secretary (of Veterans Affairs) has determined that no detriment will result to the United States, veterans or eligible persons from such activities.” capitalist thieves??? why, i nevah!!!

News of the proposed rule blindsided veterans’ advocates who have battled for years against predatory colleges, many of which have used aggressive marketing techniques to become leading recipients of GI Bill money.

“Bizarre and very likely illegal,” said Carrie Wofford, president of Veterans Education Success, a nonprofit group that has bailed out veterans who found themselves unemployed and deep in debt after attending for-profit schools.

“There are federal laws – including federal criminal laws – that prohibit federal employees from engaging in this exact behavior,” she said.
At VA headquarters in Washington, press secretary Curt Cashour said the agency remained “committed to protecting veterans from predatory behavior from for-profit educational institutions.”

The rule change sought by the Trump administration is far more sweeping, however. It would create a situation where VA officials, who are charged with ensuring GI Bill funds are well spent, could accept payments from colleges that are facing civil suits or probes from law enforcement.

Under this rule change, VA employees could even own or run a for-profit college that profits from the GI Bill.
It’s the latest example of the Trump administration apparently embracing conflicts of interest when it comes to for-profit colleges.

Earlier this week, the VA angered many consumer advocates by allowing for-profit Ashford University to continue receiving GI Bill money even after regulators in California and Iowa revoked its certification from the program. The online college had responded to the crackdown by moving its official address from Iowa to Arizona. On Wednesday, the VA sent Ashford a letter saying it would be able to continue to accept taxpayer money to educate veterans, using the Arizona address.

On Aug. 31, the Trump administration announced it had picked Julian Schmoke Jr., a former official at for-profit DeVry University, to head an Education Department unit that polices colleges for student aid fraud. Last year, DeVry paid $100 million to settle federal claims it misled students.

And, shortly after last November’s election, Donald Trump agreed to pay $25 million to settle multiple lawsuits claiming fraud at Trump University
, his own now-defunct for-profit real estate school. The school, which lacked any academic accreditation, did not receive GI Bill funds.

Talk about sucking on the government teat...

That whole for-profit "education" industry has also been scamming student loan programs. It's always been a way of siphoning government money to people who don't need it, in exchange for dubious services to those who do.

"How are they treated by their commanders?" O'Donnell asked.
"A lot of it is depending on the commander. Some commanders unfortunately will begin retaliating on the cadet as well," Beasley said.

That's why two current cadets are risking their careers by speaking to us about their sexual assaults. They requested that we protect their identities.

"He held me down while he-- he-- while he assaulted me," Cadet 1 told CBS News.
"I am at some house. I don't know where I am. And he is raping me. And then he-- I can't-- I can't fight him off. I can't do anything," Cadet 2 said. "And I was going to take it to my grave."
"There's no understanding in the commanders about sexual assault, the trauma, the effects. They don't know. They don't realize that when I'm depressed in my bed, it's not 'cause, 'Oh, I don't wanna go to class today,'" Cadet 1 said.

"I was terrified of reporting. Because I've heard of things that happen to people. And it did happen to me. So it's not horror stories," Cadet 2 said. "It's slut shaming. It's victim blaming. It's rumors. It's your career on the line. I've never wanted this. All I've ever wanted to do in my life was serve my country and be one of the best officers that I could be."

Findings
Twelve percent of the women who graduated from the Air Force Academy in 2003 reported that they were victims of rape or attempted rape while at the Academy. Of 659 women enrolled at the Academy at the time, 70 percent of the 579 women at the academy alleged they had been the victims of sexual harassment, of which 22 percent said they experienced "pressure for sexual favors."[3]

Nineteen percent of those surveyed claimed to have been the victims of sexual assault and more than seven percent said that assault took the form of rape or attempted rape.[3] The alleged attackers had since graduated; there was insufficient evidence for court-martial. Sexual predation was mainly directed toward freshmen and sophomores who were under 21 and were blackmailed after accepting alcohol from upperclass cadets. Several assaults allegedly occurred while women were under the influence of alcohol.

This situation is thought to have been generally known among the leadership of the United States Air Force, but little has been done until recently[when?] to correct the situation or to discipline officers in leadership positions at the Academy;[4][5] those that have been disciplined have often been scapegoats, including a colonel who was forced into retirement despite having been assigned to the Air Force Academy for only two months, well after the rapes occurred. Lieutenant General John R. Dallager, the superintendent of the United States Air Force Academy, was demoted to major general due to the scandal. This culture of sexual abuse represents a significant stain on the honor and reputation of the Academy[6]

In more recent years, however (beginning specifically in the spring semester of 2003), new leadership was instated at the Academy, and began sweeping changes to the Academy culture and environment in order to correct the problems. Specifically new sexual assault reporting procedures have been produced, alongside new mandatory reporting procedures, as part of an "Agenda for Change" program.

Veterans Affairs Secretary David J. Shulkin’s chief of staff doctored an email and made false statements to create a pretext for taxpayers to cover expenses for the secretary’s wife on a 10-day trip to Europe last summer, the agency’s inspector general has found.

Vivieca Wright Simpson, VA’s third-most-senior official, altered language in an email from an aide coordinating the trip to make it appear that Shulkin was receiving an award from the Danish government, then used the award to justify paying for his wife’s travel, Inspector General Michael J. Missal said in a report released Wednesday.

Shulkin also improperly accepted a gift of sought-after tickets to a Wimbledon tennis match, the investigation found, and directed an aide coordinating the trip to act as what the report called a “personal travel concierge” to him and his wife.

“Although the [inspector general’s office] cannot determine the value VA gained from the Secretary and his delegation’s three and a half days of meetings in Copenhagen and London at a cost of at least $122,334, the investigation revealed serious derelictions by VA personnel,” the watchdog concluded.

The group spent 3½ days meeting with Danish and British officials to discuss veterans’ health issues. Sightseeing occupied the other days, including tours of Westminster Abbey and Denmark’s Rosenborg Castle, a cruise along the Thames and shopping in Sweden.

....the (VA)secretary had misused travel funds because the trip to Europe, which cost at least $122,344, was more personal than business.

Health Secretary Tom Price resigned last September after an uproar over his use of private charter planes for government business. At least four other Trump Cabinet members have faced criticism for government travel, including Treasury Secretary Steve Mnuchin.

EPA Administrator Scott Pruitt, also the target of an inspector general’s probe, faced growing scrutiny after the Washington Post reported on Monday that he had racked up about $90,000 in first-class, private and military jet travel.

‘SIGNIFICANT PERSONAL TIME’
Shulkin led a VA team to Copenhagen and London for 10 days in July. The report said the trip included 3-1/2 days of meetings in the two cities as well as “significant personal time for sightseeing and other unofficial activities.”

In a letter included in the report, Shulkin accused the inspector general’s office of pre-emptively leaking the report to the media and called it “a direct assault on my spouse, my character and my unblemished record of service.” you poor thing.
He said he was moving to comply with the inspector general’s recommendations, including reimbursing the government for his wife’s $4,312 airfare and paying his friend for the Wimbledon tickets.
