There were mandatory evacuations in most of these areas, and there have been some new ones later today. Problem was that people didn't leave.

Up to 13 dead, I believe. The thing about that part of Santa Barbara is that it sticks out into the ocean and has mountains directly behind it. The rain clouds come in right off the water, and orographic lifting makes them dump more rain. It can really rain up there.

1.62" here. Yes, the middle part holds an inch. I hadn't used the thing in the better part of a year, and I'd forgotten. Silver linings, and all that. This is really going to help in L.A. later this year. Already the place is cleaner and less dusty. Mmmmmmmmmm.


People didn't leave, i would wonder why, sometimes the syndrome of the boy who cried wolf too many times applies.

I heard Oprah's house survived, that may have been luck or it may have been considered knowledge before she decided to buy.

I could drive through there and house by house point to them one by one and say "that house is OK," "that house is not OK." I know what to look for. I was taught to read that kind of sign as I was growing up. I can read flood plane and slide indicators from what I see on the ground. I'm always aware of it when I've entered a 25 year flood zone. I won't buy a place if I can see any sign of waters ever having been that high.

Landslides zones are a bit harder than flood zones to see.


When it comes to flood and land slide evacuations if emergency authorities don't go though an area ahead of time and mark individual houses at risk and connect them into their emergency evacuation call list, and instead try to do it by whole neighborhood, town, or by county, they will be evacuating too many people who don't need to evacuate.

Over time the syndrome of the boy who cried wolf too many times will infect a whole neighborhood, town, or county and have it infect both those who ought to run and those who could stay, and have it create this situation where "the people didn't leave." Essentially nullifying the emergency call service.

There is a lot of talk about "disaster fatigue." The percentage that evacuated was on the order of 15%, from what I've read. Also the first cell phone alert around 2 AM didn't work for whatever reason. They made another one at something like 3:50 AM but it was too late.

We get mostly daily gruesome, highly detailed, Nooz accounts of every second of various horror stories of people watching their family carried off, hearing terrible screams, etc etc etc. It's become disaster porn. But if you can keep your breakfast down, and if you look really really hard, you might uncover the little fact that the 101 freeway through Santa Barbara won't re-open tomorrow after all. It's closed until further notice. Don't wait up.
