A Gas Line Explosion in San Francisco resulted in a 3-Alarm Fire.

https://sanfrancisco.cbslocal.com/2019/ ... acuations/.

The early afternoon explosion in the Jordan Park Area of San Francisco snarled afternoon traffic up and down the Geary Boulevard. The Geary Corridor is one of the most heavily traveled in the U.S. Geary stretches from Market Street west to Ocean Beach/Land's End.

Residents in the area were left with gas and/or electricity and with cold wet weather starting late Friday Afternoon through Sunday Evening (even the possibility of snow) people were sent to warming centers and emergency shelters.

Pacific Gas & Electric, along with NTSB is investigating the explosion and fire. PG&E has recently filed for bankruptcy stemming from the Campfire and last years Wine Country Fires.

There were no reports of fatalities.

Excavator hit a gas main. Oops.

Snow in San Francisco? Has this ever happened?

There's a photo of UCLA covered with snow. It's real. It happened in the 1930s or 40s and hasn't happened again since. The university puts it on their Christmas cards.

Last snow in SF was 1976. Right now outside it about 50 Degrees. Last night it was goddamn cold (40 Degrees). There was snow on Mt. Tamalpais, Mt. Hamilton and Mt. Diablo. White Stuff fell on the Santa Cruz Mountains as well.

Gail is currently up in Whitethorn. She called this morning and may be delayed in getting home due to icy roads.

Right now, the clouds are gray and nasty. Rain and/or snow should start sometime late afternoon or early afternoon.

Yes and here in these old Victorians whose insulation wore away some time in 1920, it's colder inside than it is outside. Space heaters are a joke, because the ones that make any impact will keep tripping the power and you have to run downstairs to trip the power back up, anyway. So a lot of people like me are sitting here in two pairs of sweats in our 36º apartments calling ourselves working from home. :?

This isn't a complaint -- I love living here. But these are some surreal times.

PG&E says a third party engineering firm breached a four-inch gas distribution line and that they had a valid Underground Service Alert ticket. Verizon hired the third party engineering firm MasTec to install fiber optic cables. A PGE locator responded to the area on January 28 and properly marked the underground lines. PGE says the markings were captured with photo documentation.

PG&E says it took them almost two and a half hours to shut off gas because they had to hand dig to pinch the line and they didn't want to disrupt gas service to many more customers.

https://abc7news.com/ntsb-arrives-in-sf ... n/5127428/

MasTec is fairly big here in MN. and.......Non-union.

A 4" plastic main that was located by PGE. (They say a PGE locator but most all location services that i know of are now contracted out to a sub.) Photo documentation of the markings have been the norm for quite some time now. (It's where the pissing contest between insurance companies begins. The marks were off! No they weren't look at the pictures!) Mastec has a problem if those marks were on.

Snow on the Grapevine this time of year is not that surprising, people trying use the Grapevine covered in snow is not smart.

In about 2003 or 2004 I was out doing middle of the night repairs weather was causing all over San Francisco, along about 3:00 AM snow covered the streets and it was getting kind of hard to keep a truck in control on the hills. I slid clear thought one stop light, no one was there. By 5:00 AM it had melted and was gone.

Driving on icy roads can be dangerous.

Driving on icy roads with thousands of people who don't know how to drive on icy roads can be deadly.

There's no way I be on San Francisco roads under those conditions.

Hope she makes the trip home safely.

Somewhere in San Francisco right now, there is a tourist complaining. "But....But....But it no suppose to this cold in San Francisco".

This is similar the same tourist who you see walking across GG Bridge in the fog wearing shorts and shivering.

It snows very rarely here. I think it might have been 2003 sam, I remember seeing the snow. It did not stick.

2003 seems right, the intersection I slid through at a red light was Oak and Masonic. That's where the wide forested park like center strip between Oak and Fell is. It seems like a bit later I remembered having slid through that intersection while being at a Iraq war protest gathering there, thinking Oh' so this was where that was.

It's a nice place, I'm glad I didn't dent it. I almost did. I wanted to turn left onto Masonic, real early on I realized that I was going to go straight no matter what I wanted even before I got to the intersection, so I quit trying to make that turn. If I had continued trying I would have overshot and slid over the curb and into that park. Might have hit a tree.

Pan Handle is what they call that park.

:)

I'm glad I can remember that.

I know the Panhandle Area very well. I lived at Fell and Clayton for two years.

Pacific Gas and Electric Co. adequately marked its underground infrastructure at the site of a gas explosion that burned five buildings and sent people running for their lives in San Francisco’s Jordan Park neighborhood, the company said Thursday.

A PG&E locator responded to the site near Geary Boulevard and Parker Avenue on Jan. 28 and properly marked the utility’s underground lines there, capturing the work with photography, according to PG&E spokeswoman Andrea Menniti.

California law gives PG&E two days to respond to excavators’ requests to locate and mark its underground pipelines, unless the two parties mutually agree on a different timeline. PG&E’s locating and marking practices are currently under heavy scrutiny after a California Public Utilities Commission staff investigation concluded the utility repeatedly falsified internal records about its responses to excavators’ requests.

++
PG&E’s comments instead raised questions about whether MasTec and its subcontractors were following proper procedures. MasTec was also connected to a 2012 gas line explosion in New York, records show.

State law requires contractors to hand-dig within 24 inches of a gas line, and contracted workers may have come into contact with the line in question while using heavy equipment, Menniti said. But she stressed the incident is still being investigated, including by the National Transportation Safety Board and the state Public Utilities Commission.

++
“They’re lucky no one was killed. Thankfully, no one was seriously injured,” McDonald said. “But the risk and the hazard to first responders — I can't say that strong enough. They should not be out there fighting and dealing with a fire that’s three stories tall engulfing four or five different buildings when the gas company should have the ability to control their leaking gas.”
The 4-inch gas line where the explosion occurred is among numerous distribution lines in the city that can’t be shut off remotely or automatically, according to PG&E. Unlike the larger, higher-pressure transmission lines — the kind of infrastructure implicated in the deadly 2010 San Bruno pipeline explosion — PG&E’s lower-pressure distribution lines have to be turned off manually, Menniti said.

But gas companies should be able to shut off the gas within minutes of arriving on scene, McDonald said.

PG&E “did not have that access or ability, and that’s their fault,” he said.

Federal regulations require distribution pipelines to have valves that can control the flow of gas during an emergency, McDonald said. The regulations also require the valves to be easily accessible in an emergency and checked and serviced at least once each calendar year.

But gas companies are allowed to decide how far apart to space those valves, which can hamper the response to an emergency, he said.

https://www.sfchronicle.com/bayarea/art ... o-16887666

i've seen it a few times. It's not that they don't always have the valves to shut it off, it's that they can't find the riser or cover for the valve. They have a tendency to get lost over the years.

Very rarely do you "pinch" a 4 inch line. When placing it maybe, but not on a cut with a flame that high. They had to have dug a separate hole upstream and away from the fire to pinch it only because they could not find the right valves.

i know where i work we have what is called shutdown zones for emergency situations just like this. if there is a bad dig in involving a fire, near a school or something like that, we will use the shutdown zone valves to stop the blowing gas, but it is not usually the preferred method due to the number of customers we have to restore service to.

it is very common to squeeze 4" plastic on a hit, we do that all the time. it all depends on the situation with the blowing gas. if the area is clear, customers evacuated, power cut, we will dig it up and squeeze off the pipe.

each hit is different, i dont have a lot of info about this situation, but it sounds like maybe a valve missed in the shutdown process. it could be it was a very large shutdown zone and sometimes it can take awhile for the gas to purge out of the damaged section of main. absolutely nothing can be done about the purge time.

stay tuned for now i guess.
