I got to thinking about the numbers you posted and while I can't find them on the net I believe I know why they just might be accurate.
3 or 4 times a year the DOT in every state has a 72 hour blitz where they attempt to inspect as many trucks as possible.
Well you and I could walk through a truck stop and I could point out 25 suspect vehicles and probably get 15 of them correct.
The dot inspectors could probably get 20 correct. Also there are certain companies like the one I have my equipment leased to that they pretty much leave alone. Because they know it would be a waste of time inspecting trucks from decent carriers.
So what they do is eyeball the truck as it crosses the scales or inspection station and pick out the ones which look suspicious.
The number one way to get stopped for an inspection is to have a cluttered dash board or messy cab
So without actually knowing the genesis behind those numbers I am assuming that is where they generate from.
