And that is bearing in mind that "whites" are roughly 60% of the population, whereas A-As are around 12%.

Frequency matters. BTW, often has to do with larger inequalities in society for the country that is the best for minorities in the world.

I looked those up earlier and wonder if prosecutors are reluctant to charge a hate crime when white people are the victim.

Of course that can't account for all the differences and common sense tells us that minorities and gays etc are most likely to be the victims.

In almost every country that collects data on hate crimes, minorities are the most frequent victims, and the majority group are the most frequent perpetrators.

This does not surprise me one iota. As we often say in sociology, "the micro level of social interaction mirrors the macro level".

BTW, the third most common victims of hate crimes in the U.S, are, after those based on race, ethnicity, or sexual orientation, are against people based on religion. Of hate crimes motivated by religion in the U.S., Jews are the most common victims, and Muslims the 2nd most common.
