He said that in 1977. It is not a secret he was an opponent of school busing and school desegregation in the 70s. It's well known.

However, the quote is not usually given accurately.

Like the Maya for example, who developed a calendrical system that was more accurate than what Europeans were using at the time (the Julian calendar).
