And, in the middle of it all, a woman with a background in military counterintelligence who investigators believe was sent to Texas from Tampa in order to fill the planes.

Until now, little has been known about the woman whom migrants said identified herself only by her first name, “Perla,” when she solicited them to join the flights. A person briefed on the San Antonio Sheriff’s office investigation into the matter told The New York Times that the person being looked at in connection with the operation is a woman named Perla Huerta.

Ms. Huerta, a former combat medic and counterintelligence agent, was discharged last month after two decades in the U.S. Army that included several deployments to Iraq and Afghanistan, according to military records.

A Venezuelan migrant who was working with Ms. Huerta to recruit migrants confirmed her identity, and a migrant in San Antonio whom Ms. Huerta had unsuccessfully sought to sign up identified a photo of her in an interview with The Times. Several of the migrants on Martha’s Vineyard photographed her during the recruitment process in San Antonio, according to Rachel Self, a lawyer representing the migrants. Lawyers working with them were able to match those photos with others online and in social media belonging to a woman named Perla Huerta.

Davis responds by saying the information was "helpful."

She also seemingly solicited on-demand jet company Wheels Up, which sent a brochure over, as well as a Florida-based company specializing in the transport of inmates and does work for the Florida Department of Corrections.

The transportation department sought a company to “implement and manage a program to relocate out of the State of Florida foreign nationals who are not lawfully present in the United States,” according to the request for quotes in the newly released records. Nowhere in the requests for bids was recruiting migrants from Texas or San Antonio mentioned. Other cities were mentioned as possible destinations.

Vertol’s chief executive, James Montgomerie, gave Davis quotes in an email for possible charter flights on a King Air 350 turboprop from Crestview to Boston (at a cost of $35,000) and Crestview to Los Angeles (at a cost of $60,000) for between four and eight people, an indication that the state was interested in these potential destinations for migrant flights. The subject line in Davis’s email to Montgomerie was “Florida Charter Flights.”

The migrant flights are the subject of a criminal investigation in Texas and a civil suit from several of the asylum seekers who say the DeSantis administration deceived them.

State Sen. Jason Pizzo, a Democrat from South Florida, who has filed a lawsuit as a private citizen seeking injunctive relief, alleges that the program violates state law, in part because the migrants were not being relocated from Florida.

Documents released this week by the aviation company that helped manage Florida’s $12 million migrant relocation program shed new light on behind-the-scenes dealings as the administration of Gov. Ron DeSantis, working with the politically connected vendor, wriggled around a requirement that Florida use the money to export Florida migrants — not those living in some other state.

The records obtained by the Florida Center for Government Accountability show, among other revelations, that the president of Destin-based Vertol Systems Company, Inc. was not only on the plane when his company flew migrants out of Texas to Massachusetts on Sept. 14, but he and the governor’s “public safety czar”, Larry Keefe, were intimately involved in the plan to justify using Florida funds for the Texas covert op.

The flights carrying migrants from San Antonio to Martha’s Vineyard made a 30-minute pit stop in the Panhandle town of Crestview. It was a convenient spot for Keefe, a former U.S. attorney and his former client in private practice, Vertol President James Montgomerie, who would be dropped off in the vicinity of their homes.

But it also served another purpose: To allow the Venezuelan and Peruvian migrants picked up in Texas to be treated as if they were Florida-based migrants and thus eligible to be airlifted out under the secretive program.

The fact that Vertol first brought the migrants into Florida — at taxpayer expense — before flying them out is potentially significant because companies involved in importing “unauthorized aliens” into Florida are barred from doing business with the state.

A bus of 38 migrants has arrived from Texas in Philadelphia this morning. The group was met by volunteers and city workers with coats, blankets, and hot chocolate. The group has been transferred to a SEPTA bus for now



Not everyone got off the first bus. At least two children were among those who transferred to the second bus, which is on its way to N. Philly



Dobin Garmendia, 23, came to the U.S. from Nicaragua. He said people who he believed were Texas officials offered to bring him and others to Philadelphia for free if they had no money for the trip. He described the bus trip as smooth



"I need to find work," Garmendia said of his plans for the next few days, "and report to immigration."



Of the 31 folks who were on the initial bus from Texas, 19 arrived to a welcome center in N. Philly. Emilio Buitrago, founder of Casa De Venezuela, says most of the people are from Colombia with others from DR, Cuba, and Nicaragua



Georgina, 24, just got picked up from the welcome center by family. She said the trip was about 2 days and travelers were given a small packaged meal. She said she felt "super good" and looking forward to spending time with family

A second plane with migrants onboard arrived at a Sacramento airport on Monday, just days after 16 migrants from Texas were left in front of a Sacramento church without warning.

California Attorney General Rob Bonta described both flights to KCRA 3 as part of the same "scheme" by the state of Florida using public tax dollars to fund a so-called voluntary transportation program.

"We are doing a full investigation to identify what was represented to the asylum seekers, what they were told," he said.

Flight logs from FlightAware showed a similar path from Friday’s group, where migrants traveled from El Paso, Texas, to Deming, New Mexico, before arriving in Sacramento. County officials also confirmed that was the flight.

Bonta said both recent flights used a private vendor, Vertol Systems Inc., a company with Florida ties, to carry out the program.

"We’ve learned that many of them were told that Vertol Systems would help them find jobs if they got on the plane and traveled to where there were being taken," Bonta said. According to PICO California, those migrants were taken from a migrant center and falsely told they would be taken to another migrant center that would provide them with jobs and other free support.

"State-sanctioned kidnapping is not a public policy choice. It is immoral and disgusting," Bonta said Sunday of the first group of migrants. He noted his agency is evaluating potential criminal or civil action against those who transported or arranged for the transport of these vulnerable immigrants.
