That could cover a lot of things, ranging from breaking into the DNC servers, to ransomware on mega corporations, to hacking into your friend's Facebook page to leave fake comments or stealing their Netflix account/password. There's a big range of harm there, but personally unless it's something that causes people to die (like hacking the electrical grid of a hospital, etc.) I really don't get "mandatory life imprisonment".

Granted, this, like so many other things, will never make it into law, but still.

Cybercrime is using data networking to defraud. It's already illegal, or would be if our existing wire fraud laws were updated and enforced. Effective enforcement of course means some loss of net anonymity. This sounds more dangerous than it is, seeing that every major web site already plants trackers that report your every move online. I've seen some that plant 10 of them at first connection.
