Ahem, I hate to be the facts matter guy, but the vote for the Boland Amendment cutting off funding to the Contras in 1982 was 411-0. That means that every single Democrat and Republican in the House voted for it. Better yet, Reagan signed it and dd not veto it.

For f's sake, if he was going to start violating it after being re-elected, he should have at least tried to veto it.

Yes, Nicaragua is now run by an ex-Sandinista who tied himself into a knot rounding the horseshoe (Ortega) and has become another Latin American despot, but that doesn't mean Congress could look the other way at the Contras violating human rights, or as some alleged, smuggling drugs into this country.
