I would think the minimum would be never working in law enforcement again.

They shouldn't even be a night watchman.

On one hand, I'd love to see them in prison, but they didn't do anything illegal. But morally, they are the lowest of the low. Cowards, nothing more.

It's very likely that as many as 4 kids in the room with the shooter might have survived if they had gone in earlier. That's the bottom line. Those kids bled out and died due to their inaction. They have to live with that for the rest of their lives.

I give props to the BorTAC team. They finally forced action on the situation at 12:50 PM, even when their "superiors" STILL weren't going to give authorization.

An investigation into the truth is necessary. We need to know how much they lied about. Starting with the fact that it seems none of the classroom doors were locked. So even this claim that they had to go and find the key is ... doubtful.

I don't trust the Texas government to do an honest investigation.

The worse the outcome the bigger the funding and authoritative powers rewarded. Instead of the goal being to not have the mass school shootings at all the goal becomes how to accommodate them best. Locks and chains weapons and blame anger and shame heroes reverence trauma its a perverted selfish game.

Police departments have on common trait with the military; they are a hierarchical organization. That is, the organization structure is one in which orders come from the top and flows downward. At the lower levels, individuals are authorized to make decisions take actions within the scope of their job. Anything outside their authority has to be decided by someone in the next level or higher in the hierarchy.

The cops who arrived at the scene were limited in their response and had to await the decision(s) of on-scene commander. The on-scene commander waited for an hour for keys to the doors that never arrived. If anyone should have any action taken against them it is the on-scene commander, not the cops he led. The cops followed the orders of the on-scene commander. It can be argued those cops should have taken action and disregard the on-scene commander but that would have been a major breakdown in the concept of "good order and discipline" within the police department something that would have been been going against the very foundation of their training and duty.

If you were in the cops' position of either following the orders of the on-scene commander or taking your own action, what would you do?

Follow incident command. Anything else is bad policing.

The mistake made by command was apparently waiting for a key to arrive. It turns out the door was unlocked, but that's not as relevant as the fact that no one gave the order to break in and engage the shooter. Granted, they lacked some of the tactical advantages that a big PD with military grade equipment and SWAT teams would have rolled on first notice of an active shooter situation. Still, something isn't right here.
